Any where in the C drive is fine, whatever is most convenient for you. You can move it to any drive or any folder you wish, but I would recommend somewhere in the C drive since that was what worked for me. You can still run the games normally on steam, they are just stored in a different area of your choice.

In this case for Medieval 2 would be missing all of the files except the Mods folder (including the executable). However, after I had moved steam over to my D-drive, some of my games showed missing executables. I had moved Steam to a different drive on my computer, along with all my downloaded games. Like most people, there just isn't enough room in the C-drive to hold all our steam games. I will be deleting all files and restricting future purchases through Steam. It's taken me purchasing through Steam to understand they are just that - memories. Not happy - I have fond memories of many hours of learning and playing with Medieval 2: Total War. I verify caches regularly on all games, and utilise CCleaner and Troubleshooters, but the problem is in the game. Obviously not everyone is effected by this, which doesn't automatically make the problem based on my stupidity, nor does it dismiss the problem as my computer being Atari-like in capability - it's one of many problems that prevent players from playing our purchased games. Uninstalling/reinstalling does nothing to change this. It worked seemingly fine til I exited my game first time - any attempt to play now results in error messages, indicating files are missing. I posted a help thread some time ago and was directed to an external site to download some other program to make this game work (this is an irritation as it wasn't advertised when I purchased so I expected to be buying a working game - thus I haven't played this - a fave game of mine I used to own on disk).
